Free Government loft insulation & cavity wall insulation grants in 2015. The home insulation grants can be claimed under the Energy Companies Obligation (ECO) grant scheme. The ECO program, due to end in March 2015 has now been extended until 2017.

Free insulation grants are means tested and designed to help lower income families ( pensioners, those on benefits & Tax Credits) meet the cost of rising energy bills.

Benefits of home insulation

In a property which has no insulation or loft / cavity wall insulation below the recommended level, most of the heat escapes through the roof and outer walls. By installing the correct amount of insulation the heat from your central heating system is contained within your house.

This means your heating can be turned down or can be on for less time to reach a comfortable temperature, saving you money on your energy bills.

Installing effective home insulation has the following benefits –

  • prevents heat escaping through your roof & walls
  • lowers energy bills by reducing the amount of time your heating needs to be switched on
  • reducing harmful emissions and improves your carbon footprint

Government grants for free loft insulation and cavity wall insulation are still available for those in receipt of many benefits.

Loft insulation and cavity wall insulation are still free for many people who claim benefits or Tax Credits. The energy saving home insulation products can substantially  reduce gas / heating bills and savings of around £300 per year are not unusual.

Which benefits qualify for free insulation?

A range of benefits entitle you to both loft insulation and cavity wall insulation grants. If you are in receipt any of the following benefits you should have a good chance of qualifying , providing that your home is suitable to insulate –

  • State Pension Credit.
  • Child Tax Credits.
  • Working Tax Credits (with qualifying benefit component).
  • Income-based Jobseekers Allowance (with qualifying benefit component).
  • ESA (with qualifying benefit component).
  • Income Support (with qualifying benefit component).

A property which is not insulated correctly loses 35% of heat through the outer walls and 35% of heat through the attic and roof. Latest ECO Insulation Installation Statistics

The Energy Companies Obligation (ECO) is a government scheme which places obligations on larger
energy companies to deliver energy efficiency measures to domestic premises in Great Britain.

Ofgem is responsible for administering ECO on behalf of DECC. Each month energy companies notify
Ofgem of measures installed in the previous month. OFGEM ECO Reports


The three obligations under ECO are:

  1. Carbon Emissions Reduction Obligation (CERO): solid wall and hard-to-treat cavity wall
    insulation alongside secondary measures including other insulation and district heating systems.
  2. Carbon Saving Community Obligation (CSCO): insulation and district heating measures in
    low income and rural areas.
  3. Home Heating Cost Reduction Obligation (HHCRO): measures that reduce the overall cost
    of home heating to low income and vulnerable households, including insulation measures and the repair and replacement of boilers.

The Government-led Energy Companies Obligation (ECO), an environmental program active in the UK   which provides financial aid to reduce domestic energy consumption, has been extended until at least March 2017.

Speaking at the 2014 ECOBUILD conference in London earlier this month Secretary of State for Energy and Climate Change, Ed Davey outlined that whilst the Government and the major utility companies were making great progress  in terms of reaching energy-efficiency targets, there was still room for improvement.

Free Insulation offer extended to more homes

Free loft insulation and cavity wall insulation will be available as a first measure for a greater number of households under the Carbon Emissions Reduction Obligation (CERO).

Mr Davie outlined that although the average home is using a fifth less energy compared to 2004, there were areas that still need attention –

  • Over five million homes in Britain could benefit from cavity wall insulation
  • Around half of all homes don’t have energy-efficient condensing boilers fitted
  •  7.5 Million homes could have more roof insulation
  • Almost 8 million solid wall homes remain untreated

Changes to the Energy Companies Obligation are live from April 1st and can be viewed at the Government’s DECC website.

Applying for an insulation grant

The Energy Companies Obligation provides grant funding for free loft and cavity wall insulation and replacement boilers. The consists of three separate obligations.

  • The Carbon Emissions Reduction Obligation provides energy grants for hard-to-treat homes and measures that cannot be fully funded through the Green Deal. Solid wall insulation and hard-to-treat cavity wall insulation are the primary areas for focus under this target.
  • The Carbon Saving Community Obligation  –  Energy companies provide grant funding to provide free cavity wall insulation and free loft insulation measures in rural communities and areas of low income.
  • Home Heating Cost Reduction Obligation Under the Home Heating Cost Reduction Obligation, energy suppliers are required to provide grant funding for vulnerable households (the ‘Affordable Warmth Group’) to heat their homes.
    This includes actions that result in heating savings, such as replacement boiler grants or repair of a boiler for example.

Grant Qualification

Who is eligible for free insulation or a free boiler grant?

To qualify for free insulation

You must be the owner of the property or a tenant in privately rented accommodation (i.e. not social housing).

In addition, a member of your household must be in receipt of one of the following stand alone or combination benefits:

State Pension Credit


Child Tax Credits with a household income of £15,860 or less


One of the following benefits:

Income-related employment and support allowance.

Income-based job seekers allowance.

Income support.


One of the following:

Parental responsibility for a child who is under the age of 16 or is under 20 in full time education

Child tax credit which includes a disability or severe disability element.

A disabled child premium.

A disability premium, enhanced disability premium or severe disability premium.

A pensioner premium, higher pensioner premium, or enhanced pensioner premium.

A work-related activity or support component (only applicable with “income-related employment and support allowance”) .


Working tax credit and has a relevant income of £15,860 or less

Plus one of the following:

Parental responsibility for a child who is under the age of 16 or is under 20 in full time education.

Is in receipt of a disabled worker element or severe disability element.

Is aged 60 years or over

Funding the free insulation grant scheme

Free loft insulation and cavity wall insulation is installed as part of the Energy Companies Obligation (ECO).  ECO insulation grants and free boiler replacement grants are linked to the Green Deal  home energy-efficiency improvement loan scheme.

Insulation Energy GrantsThe Green Deal enables energy-saving measures to be installed in the home with no up front cost – your energy company picks up the tab and any home improvements are paid for via the savings on your gas and electricity bills.

ECO grants are non repayable, however and are available to those on State Pension Credit, Child Tax Credits and a variety of other benefit combinations.

ECO is Government-backed and funded by the “Big Six”energy companies in the UK –

  • British Gas
  • Scottish Power
  • EDF
  • E.ON
  • SSE
  • NPower

The UK Government has instructed the largest power companies to put money aside to help people cope with spiraling gas and electric bills, The utility  companies have to meet certain targets with regards to lowering Carbon emissions or face enormous fines.

There has never been a better time to take advantage of these free offers.

Free Loft Insulation for Pensioners

Pensioners & over 70’s  may till qualify for free insulation

New Government grants free insulation for pensioners is still available in the UK.
 The Energy Companies Obligation (ECO) energy-efficieny saving grant scheme means many older people still qualify for free loft insulation or cavity wall insulation, and you might get your central heating  boiler replaced at the same time.

The energy grant scheme (CERT  – the Carbon Emissions Reduction Target) via which many older people took advantage of free insulation ended in October 2012.

However,  there are still several energy saving grants which provide free insulation  for many Pensioners and the elderly who have a low income.

CERT has been replaced by the Energy Companies Obligation (ECO). Under ECO there are several ways in which you may qualify for a completely free boiler upgrade or free  loft / wall insulation.

Free insulation qualification

Free loft insulation and free cavity wall insulation are still available if –

  • You are a Pensioner and are in receipt of State Pension Credits
  • You are over 60 years of age and receive Working Tax Credits
  • You live in a CSCO (Carbon Saving Communities Obligation) area
    (These areas are deemed areas that are “hard to reach” or areas of “fuel poverty” and are a priority for free insulation)

After September 2014 all loft and wall insulation should be free, although you may be able to get it before then. Please check here to find out if you can get it now
